Minnesota Medicare Supplement Plans

Minnesota combines a competitive Twin Cities Medigap market with a rural north where carrier choice narrows quickly. The state has no birthday rule, though a new guaranteed-issue right for ages 65 to 70 begins in August 2026, and it does have one of the most useful counseling services in the country.

What matters

What Medigap costs in Minnesota

Hennepin, Ramsey and Dakota counties carry the state's lowest rates for a given letter, and the northern counties outside Duluth run higher. Because several national carriers plus the state's nonprofit plans all write here, comparison shopping genuinely changes the premium.

Minnesota policies are attained age, so the age schedule matters. Ask for the rate at 75 and the approved increases since 2020. The Senior LinkAge Line can supply both from public filings, which makes this one of the easier states to shop objectively.

The rules that decide what you can buy in Minnesota

Minnesota uses the federal guaranteed issue rules without a birthday rule, plus a right that starts August 1, 2026: between 65 and 70 a resident may buy a supplement during the October 15 to December 7 open enrollment period without health questions, though a carrier may charge more under it. Otherwise the six-month window is the one moment when health does not matter.

The federal exceptions still apply for lost group coverage, carrier withdrawal and Advantage trial rights. Minnesota also has a strong record of enforcing those rights, so if a carrier disputes one, the Department of Commerce is a real avenue.

Who buys Medigap in Minnesota

Minnesota's Medicare population is healthy and its Advantage market is concentrated among a few local plans, leaving a supplement market that is smaller but stable. Outside the Twin Cities, the practical choice often comes down to two or three carriers, so rate history carries more weight than brand.

Where to check before you buy in Minnesota

The Senior LinkAge Line at 1-800-333-2433 provides free counseling across all 87 counties, and the Department of Commerce publishes rate filings. Ask them to price the same letter at every carrier writing in your county before you renew.

Switching without health questions

Minnesota: One-time guaranteed issue between 65 and 70

From August 1, 2026, residents aged 65 to 70 may buy a supplement without health questions during the October 15 to December 7 open enrollment period. Insurers may charge more under this right, and Minnesota uses its own standardized plans.
